The Nature Conservation (Koala) Conservation Plan 2017 (Koala Conservation Plan 2017) includes the following koala districts - (a) koala district A, (b) koala district B and (c) koala district C. The objective for each koala district is to ensure, having regard to the nature and extent of koala populations in the district, appropriate measures are taken to achieve the purposes of the Koala Conservation Plan, including measures that—
(a) monitor koala populations in the district and threats to the survival of koalas in the district; and
(b) monitor and review the effectiveness of conservation measures for koalas and koala habitats in the district;
and
(c) provide education and management strategies to help manage threats to the survival of koala populations in the wild, including, for example, threats caused by dog attacks or vehicle strikes.

The Phascolarctos cinereusKoala Habitat Restoration Area (KHRA) provides the delineation of cleared areas under the Habitat Suitability Model (HSM) matrix rulesets 351, 350, 341 and 340 and applied to a Marxan restoration scenario. HSM rulesets are designated using rules defined by experts and through a modelling process. Further refinement of the KHRA removed areas where restoration was unsuitable in certain zones or areas. Restoration mapping for koala habitat is indicative and may be used to inform planning decisions, offsets policy and program delivery decisions
Locally refined koala habitat areas (LRKHA) cover areas of koala habitat that are regulated by local government but are not included in the Government’s koala habitat areas. All SEQ local governments provided details of LRKHA to offer continuous regulatory protection for locally identified koala habitat for a 2-year period.
The Phascolarctos cinereus (Koala) Habitat Suitability Model (HSM) provides the delineation of core habitat for the species and includes a representation of known and potential habitat. Core habitat is designated using rules defined by experts and through a modelling process. Habitat suitability models (HSM) may be used to inform planning decisions, Biodiversity Planning Assessments (BPAs), Aquatic Conservation Assessments (ACAs) and Essential Habitat under the Vegetation Management Act 1999.
Spatial prioritisation using the Koala Habitat Suitability Model developed by the Department of Environment and Science and a set of threats, constraints, opportunities and resilience factors known to influence the viability of koalas and their habitat was used by the Koala Policy and Oversight (KPO) team to develop Koala Priority Areas (KPAs). These large contiguous areas in South East Queensland will be targeted by policy developed for the protection and restoration of koala habitat in the region.
