<suppInfo>Building outlines has primarily been created on behalf of QRA for the purpose of performing rapid damage assessments for natural disaster events. The primary objective of this dataset is to display automatically generated buildings of equal or greater than 10m2 with minimal manual input. Emphasis has been placed on identifying presence or absence of building structures rather than high accuracy of outline geometry. Building outlines are initially derived from the LiDAR dataset’s classified point cloud. Outlines are derived from points assigned with the Building class in the point cloud (class 6). The outline geometry is simplified using an orthogonal polygon simplification algorithm. High density areas, such as SE Queensland, may have a greater number of inaccurate building outlines. The elevation attributes of the outlines are derived from two DEM raster products:
• Digital Terrain Model (DTM) – 1m GSD, delivered by the supplier for the LiDAR project
• Building Surface Model (BSM) – 1m GSD, derived from class 6 (building) points in the las files using a maximum value binning method with no void filling.
Known limitations and issues include:
• Initial generation of building outlines is dependent on the classification accuracy of the point cloud (particularly for class 6) as well as the point density. If points returned from non-building features are present in class 6 (e.g. shade cloths), these will likely end up as a building outline feature. We do perform a brief review of the final dataset to identify and remove these but this is not comprehensive.
• Known issue with dark roofing materials and their low reflectivity of LiDAR pulses – often result in very inaccurate building outline shape or complete omission of an outline
• Outline geometry creation has been developed primarily with detached residential and commercial buildings in mind, and under the assumption that these buildings tend to be orthogonal shapes. Hence, buildings with non-orthogonal edges tend not to have accurate outline geometry. The geometry of complex building structures, such as those with multiple connected or nearby parts or with internal holes, are also often not accurately represented. • Due limitations of point density and processing capacity, buildings close to each other will often be joined together in a single outline feature.
We’ve tried to mitigate this by using the spatial cadastre and valuations data to split outlines that likely represent multiple buildings over multiple separate parcels, however, this doesn’t help situations where: o Buildings are in a Community Management Scheme as we can’t determine from the cadastre/valuations data alone whether a building is likely a detached structure or apartment complex.
o Buildings are all within the same parcel, hence a nearby shed/garage/carport may be joined to an adjacent building
• The splitting process above sometimes results in geometry anomalies where the orthogonal shape of the outline doesn’t line up closely with the parcel boundary
• It is worth noting that the building lean present in orthos may give the appearance that the building outlines are not in the correct position. The building outlines (including elevation attributes) will also be limited by the positional accuracy of the source LiDAR data, and similarly if comparing to imagery, this will have its own positional uncertainty.
• FEATURE SOURCE TYPE - Type of data used to automatically derive the building outlines, i.e. LiDAR
• FEATURE SOURCE PROJECT - Name of the project of the source data for the generation
• CAPTURE START DATE - Start date of capture for the source project.

It is a determination if the source project is current (latest available) or has been superseded (historical). • MINIMUM BUILDING ELEVATION (m) – minimum BSM value within an outline. Usually recorded in metres above sea level (AHD), if not, it is noted in additional information field.
• MAXIMUM BUILDING ELEVATION (m) – maximum BSM value within an outline. Usually recorded in metres above sea level (AHD), if not, it is noted in additional information field.
• AVERAGE BUILDING EAVE ELEVATION (m)– average BSM value around the edge of an outline. Usually recorded in metres above sea level (AHD), if not, it is noted in additional information field.
• GROUND ELEVATION AT BUILDING CENTROID (m) – DTM value at the centroid of an outline. Usually recorded in metres above sea level (AHD), if not, it is noted in additional information field.
• BUILDING AREA UFI - A Unique Feature Identifier (UFI) is referenced to Topographic Building areas dataset. • DIMENSION M2 - The area of the feature measured in square metres (Albers projection)
• TEXT NOTE - For mapping purposes. Additional annotation that can be shown on a map.
• ADDITIONAL INFORMATION - A comment field (additional information)
Fields for internal use only - • PREDICTED BUILDING CLASSIFICATION – building class determined by the Resources algorithm endorsed by QRA (one of ONESTOREY_SLAB, ONESTOREY_LOWSET, ONESTOREY_HIGHSET, TWOSTOREY, MULTISTOREY)
• PREDICTED HABITABLE FLOOR HEIGHT – estimated habitable floor height above ground based on the assigned building class (0.3m for ONESTOREY_SLAB, TWOSTOREY and MULTISTOREY, 0.8m for ONESTOREY_LOWSET, and 1.5m for ONESTOREY_HIGHSET)
• PREDICTED HABITABLE FLOOR ELEVATION – estimated habitable floor elevation (DTM_CENTRE + FLR_HEIGHT)
(Note: distinction between “elevation” and “height” terminology. Elevation is the vertical distance above the datum (this is usually AHD mean sea level). Height is the vertical distance above ground)</suppInfo>

<statement>Building outlines are initially derived from the LiDAR dataset’s classified point cloud.
The input to the process is Imagery’s raw polygon output from their automated building roof identification process from LiDAR.
• Processing performed per LGA area.
• Identify, investigate and the manually edit the building outlines that overlap or have holes. Overlaps are critical for future processing and are repaired, holes are non-critical and are edited dependant on timeframes.
• Split building outlines that cross dcdb base parcels. Because of the imagery’s automated roof identification process, buildings close to each other may appear as one polygon. Decision made to use dcdb base parcels as the layer used to split up these multi building polygons to give a more accurate count of buildings.
The building outlines are attributed by extracting raster values within each building outline polygon. Raster values are derived from the following elevation two Digital Elevation Model raster products:
• Digital Terrain Model (DTM) – Ground Sample Distance typically 1m or better depending on LiDAR dataset’s acquisition specifications, delivered by the supplier for the LiDAR dataset
• Building Surface Model (BSM) – Ground Sample Distance typically 1m or better depending on LiDAR dataset’s acquisition specifications, derived from class 6 (building) points in the las files using a maximum value binning method with no void filling.
The following elevation attributes are derived from information from the DTM and BSM rasters:
• BSM_MIN – minimum BSM value within an outline
• BSM_MAX – maximum BSM value within an outline
• BSM_EDGE – average BSM value around the edge of an outline
• DTM_CENTRE – DTM value at the centroid of an outline
The following attributes are for internal use only and derived using information in the above four attributes:
• BUILD_CLS – building class determined by the Resources algorithm endorsed by QRA (one of ONESTOREY_SLAB, ONESTOREY_LOWSET, ONESTOREY_HIGHSET, TWOSTOREY, MULTISTOREY)
• FLR_HEIGHT – estimated habitable floor height above ground based on the assigned building class (0.3m for ONESTOREY_SLAB, TWOSTOREY and MULTISTOREY, 0.8m for ONESTOREY_LOWSET, and 1.5m for ONESTOREY_HIGHSET)
• FLR_ELV – estimated habitable floor elevation (DTM_CENTRE + FLR_HEIGHT)
