This dataset represents the core land use categories in the Plan including: 1) Regional Landscape and Rural Production Area 2) Urban Footprint 3) Rural Living Area. The dataset is produced from the Digital Cadastral Database (DCDB), sourced from Department of Resources. This includes property parcels, road, railway and watercourse boundaries. </SPAN></SPAN></P><P STYLE="margin:0 0 11 0;"><SPAN><SPAN>Definitions: </SPAN></SPAN></P><P STYLE="margin:0 0 11 0;"><SPAN><SPAN>Regional Landscape and Rural Production Area: is an area that provides important values that help sustain the region socially, economically and environmentally. This area protects the values of this land from encroachment by urban and rural residential development, protects natural assets and regional landscapes, including ensuring their sustainable use and management, and supports development and economic growth of rural communities and industries. </SPAN></SPAN></P><P STYLE="margin:0 0 11 0;"><SPAN><SPAN>Urban Footprint: Identifies land within which the region’s urban development needs will be met in a way consistent with the regional priorities, elements and strategies of ShapingSEQ 2023. </SPAN></SPAN></P><P STYLE="margin:0 0 11 0;"><SPAN><SPAN>Rural Living Area: Identifies areas for consolidated rural residential development in suitable locations providing for housing and lifestyle choice, while limiting the impact of its inefficient use of land on other values, functions and opportunities in a region. </SPAN></SPAN></P><P STYLE="margin:0 0 11 0;"><SPAN><SPAN>The above descriptions are general only. For further information refer to ShapingSEQ 2023, for more detailed definitions.</SPAN></SPAN></P><P STYLE="margin:0 0 11 0;"><SPAN>Regional Land Use Categories is a cadastral defined layer based on the January 2023 cadastre.</SPAN></P></DIV></DIV></DIV>
The regional land use categories are identified in ShapingSEQ 2023 and provide the spatial context for the South East Queensland (SEQ) regulatory provisions found in the Planning Regulation 2017. All land in SEQ is allocated into one of three regional land use categories being Regional Landscape and Rural Production Area, Urban Footprint and Rural Living Area.

This spatial dataset consists of only current parcels from the source Digital Cadastre DataBase (DCDB) system. It is updated nightly from the DCDB and is available via QSpatial as either a real time extraction for subject areas, or as a weekly packaged "whole of state" dataset. It is a fundamental reference layer for spatial information systems. This spatial dataset is not the point of truth for property boundaries, property descriptions or tenure information within the Department of Natural Resources - other source systems perform this role.

The capture over the whole of the State is ongoing. The Department's Service Delivery Statement is "90% of cadastral survey plans are entered into the DCDB within 7 days of registration". The easement layer in the digital cadastre does not represent the full set of current easements. When the digital cadastre was created, easements that were shown on current survey plans were included. As new plans are registered, easements that are shown on those plans are included when they appear on the title. However, other easements that have not been surveyed do not appear. Furthermore, the department does not have a process by which the issue, surrenders or partial surrenders of easements are notified to administrators of the digital cadastre. A similar situation exits with covenants, profit a prendres and carbon abatement interest in that the DCDB may not represent a complete dataset due to processes in the titling system and the complexities in the way the interests are recorded. Information about missing easements, encumbrances and interests can be sent to CadastralAdminDataHelp@dnrme.qld.gov.au The land title is the point of truth for easements and other restrictions.

The current DCDB can be considered as a seamless map of the State and consists of base cadastral parcels, strata level parcels (secondary interests), volumetric and easement parcels. Base parcels are contiguous with surrounding base parcels. The graphic package and the routines that extract and reload update data to the database have a tolerance of 2mm.

Positional accuracy values have been allocated to all parcels in the DCDB and are an attribute of the parcel. This value reflects "maximum error" status of the parcel and has been derived from the capture process or assigned as the DCDB data has been spatially upgraded. This derived DCDB dataset contains a field (ACC_CODE) that includes a text description of positional accuracy for each parcel.

At the time of the initial graphical capture, a segment/parcel number was allocated to uniquely describe each parcel of land. Attribute information collected from plans and maps was then linked to the segment/parcel number to form the relationship between the graphics and the attributes. A double entry process of keying in the attributes was done to eliminate any keying in errors. New update plans are committed to the database through a supervisor signoff process. There are several system validation procedures in the maintenance process and these are run at a required frequency. The estimated accuracy of the attribute information is 98%.

The Land Parcel Boundary dataset was developed by manually digitizing the best available cadastral maps of the time. The initial digital capture was completed to the agreed standard in 1992. Positional accuracy of the Land Parcel Boundary dataset was derived from both the source map scale and the precision of the digitizing. Consequently, this positional accuracy initially varied throughout Queensland. The Land Parcel Boundary dataset is continuously updated by inputting registered cadastral survey plans and other administrative notifications. The Land Parcel Boundary dataset is also being systematically upgraded to improve the spatial accuracy. The current datum of the Parcel Boundary dataset is GDA94. Construction lines in the Land Parcel Boundary dataset are not warranted to be actual boundaries of any feature. This dataset is created and updated by an automated application process that replaces the Land Parcel Boundary layer nightly.
The spatial representation of the parcel boundaries are updated by an automatic routine that replaces the data every night. No visual inspection or manual intervention points are applied. Various integrity checks such as expected counts are applied by the automatic process.
This dataset is a spatial representation of parcel boundaries sourced from the DCDB system.
